You can change the frequency of precipitation via the new Theme Editor and then save that theme to use with your map.
Or you can turn dynamic weather on or off via options.
Until a mod changes the status quo, you are not able to have snow on a non snow map.
Yes but not so much. I would like to have lower temperatures even in non-snow maps, so I can have the challenge to deal with heating. As its now, a little bit of extra energy can deal with eventual cold temperature, not requiring a boiler.
