Sun,fog and snow are the weather types on a snow map.
Sun, fog and rain on the others.
You can change the frequency of precipitation via the new Theme Editor and then save that theme to use with your map.
Or you can turn dynamic weather on or off via options.
Until a mod changes the status quo, you are not able to have snow on a non snow map.

The temperature is now shown in the lower tool bar, but it will only drop to freezing or below on the snow maps. This is only relevent for heating purposes, since more heating is required the colder it gets. It doesn't have anything to do with the probabilty of precipitation of snow.

It's still relevant on non-snow maps though - Houses still demand heating.

Yes but not so much. I would like to have lower temperatures even in non-snow maps, so I can have the challenge to deal with heating. As its now, a little bit of extra energy can deal with eventual cold temperature, not requiring a boiler.
