Fresh install? Here you go:
Open the Game, open content manager.
On the left click the last point "Steam Workshop" and then the upcoming button "unsubscribe all", CLOSE the Game!
!!!WARNING!!! THIS UNSUBSCRIBES REALLY FROM ALL ITEMS YOU EVER DOWNLOADED (Mods, Assets, LUTs...)
If you did anything right, open STEAM Client and go to the Cities Skylines Workshop page: You can see your Avatar on the right side and near it the text "your files" with a little "down arrow"! Mouse over the arrow and click on the last entry "subscribed items" (if the field on the left is EMPTY, anything is good"
Now in STEAM Client uninstall the Game!
Go to folder: STEAM/SteamApps/common and delete the "Cities_Skylines" Folder
Go to folder: c:/user/YOURNAME/AppData/Local/ DELETE "Colossal Order" Folder
(If you can't see "AppData" Folder then "unhide" it)
Back to STEAM Client: Install the Game, start the Game, start setting everything up (All OPTIONS settings are gone!)
PLAY from scratch!

Yea somehow worked by unsubscribing to mods in game menu, I have tried to reinstall the game like 5 times with different things like uninstall programms to erase traces etc, thing was also that mods didnt load anymore with my previou attempts so somethng was realy wrong, so unsubsribing and subscribing didnt had any effect only it showed at workshop items tab but not at mod, asset tabs etc.
Now unsubscirbing before deinstall has somehow fixed this, and now I can actualy activate mods in my game, thnx for the help. (this is realy bad)
On the other site it is always fun sertain people living in caves finding a way into the forum posting stuff because there life is no interesting, it is just to diffecult to prevent smartass answers, u prob have to point out all the concepts individually, now u can complain about my grammer, you are the lowest of lowest because in fact, you have nothing else...

I think I thought I was hardcore trolled becuase I was pretty salty in my post, and did the whole tutorial and it didn't work, I think I didn't read correctly.

Thank you for your help. Unfortunately (now in year 2024) I already removed Cities from my STEAM. When I reloaded it, it would not start, kept spinning looking for something .. Then nothing. NOW WHAT? I love this simulation.
If you used mods before, and are trying to load an old save, or starting a new city while subscribed to your old mods, chances are there is a mod issue preventing the save from loading up.
Abandoned mods that do not work anymore, broken mods, incompatibility issues, etc.
In this case, best bet would be to unsubscribe to everything and start from scratch.
