Landscaping tools that alter the shape of the landscape will either add or remove soil. When you remove soil (for example by lowering the terrain) it goes into storage for use later when you add soil. If you run out you cannot use any landscaping tool that adds soil any more before you acquire more.

why we can't use unlimited soil (except if you using mod)?

The goal is to make you think strategically about your landscaping. You could get a bigger city by just flattening the whole map down to the same level before you start building anything, but then every city would be boring. Is it really worth filling in that valley if you have to tear down an entire hill to do it?

nope because it will be really ugly

Quite possibly. But maybe there is a second hill beyond it that will still look pretty. Is it worth it then? Maybe, maybe not. Different people will make different decisions, and everyone’s cities will end up looking different. And the mod is there should you ever decide that you really do need to resculpt the entire countryside.

in my opinion as long if the terrain not interupt my grows. i will not edit the terrain except if i want to make the terrain more realistic and beautiful

Nothing wrong with extensive terraforming.

Quite a few places of the world have extensive infills and artificial islands, such as Tokyo, Osaka, etc.

Reminds me that one feature that could be added would be garbage infills. Dumping all garbage in the water or a depression in the ground and watch it grow. Once full this place could be used for building.

They could make a whole DLC out of that. A proper garbage dump is easily as large as an international airport, and they’re all larger than any city park I’ve ever been to.
basically if you take soil from the ground you have more and if you put more soil in you lose soil avability

Also, if you run out of soil, you can actually purchase more right from the soil availability bar, as long as you have enough money to do so.
