Although your problem could be due to the low amount of RAM that your system has. Cities Skylines is a memory hog and the Apple M1/M2/M3 architecture shares the RAM with both the CPU and the GPU which increases RAM use even more. Having said this, the virtual memory system should still allow the game to run, just slowly, assuming you have enough free space on your SSD.
The game still runs fine on my M1 Pro with 32 GB of RAM under macOS Monterey (12.7.1).
Edit FYI: I just checked and the game uses 21GB of memory on my system with just a few mods and a medium size city.
