Report a translation problem
At launch and for the first few weeks (maybe months?) there won't be mods and there won't be anymore Steam Workshop mods. Otherwise, mods will be allowed.
On console mods aren't allowed, just assets there.
The new game WILL feel like it lacks certain things, for quite some time. Until mods do come and we get new content from CO.
It's because mods written for pc version cannot run on consoles because of hardware, OS and software (game) incompatibilites.
Simple example: Playstation 5 does not support DirectX. But since the whole Windows version is based on DirectX it means, the PS5 version of the game has a completely different code base so it can run there. But that also means code written for windows most likely does not run on consoles - and vice versa.
However it does not mean, that there won't be mods for consoles.
They need only to be specifically written for the specific environment and hardware, probably even with different tools.
Maybe you should be in the CS2 forums, instead of CS1 forums?

I'm going senile, so things are not as clear. I've read a lot of comments on the CS2 forum. Most of what folks have to say is speculation. They don't even have their hands on the game.
This depends on the game Developer .. some Developers/Publishers allow comments by people who do not own the game yet, so they can ask questions and determine IF they want the game. I browsed the CS2 forum earlier, and do not recall seeing a message that I could NOT post .. maybe check.
I've never been unable to post in any forum of any steam game. I often post comments before buying games to find out features and game mechanic etc.
I would be shocked if any forums locks you out. That would be counterintuitive for the buyer, and publishers don't want to discourage buyers.
Are you having trouble posting in some forums?
Maybe you're trying to post to beta game forums that are locked for testers or something?
I picked up CS2 today, but was able to post there for the past few weeks/months without issue, so it's not an issue with CS2 steam forums.
Mods are allowed, why wouldn't they be? They just will be available on different platform, Paradox Mods. This is a good move as it allows mods to be used across all platforms.
Sounds like it depends on the mod and what it does & how it does it.
