Waste Processing Complex
Why does this facility only use a few of its available trucks even when the Landfill and Waste Transfer Facilities are full?
Putting funding up to 150% does not increase the number of trucks it actually sends out, just the number available.

Are there incinerators near either the processing complex or transfer facilities/landfills? Certain placement of incinerators may cause waste transfer trucks to pick up trash from them instead of waste transfer facilities and landfills, preventing their service.

Would be nice if the WPC would skip those buildings in favor of the collection points and landfills.

check that trucks are actually leaving they could be unable to reach target and just flash at the entrance before returning to depot.

I have a similar question. Recently I built an incinerator quite near a landfill that was full and I wanted to empty. Few of the incinerator's trucks were used initially despite 100% budget. This figure is gradually rising, but I'm not sure what they are doing. The city is crying out for garbage removal and two other landfills are working on it. But meanwhile, some of the trucks of the landfill being emptied are taking their loads to the other landfills, clear across the tile, rather than to the nearby incinerator. This makes no sense. Is there a way to direct the emptying landfill to send garbage only to the incinerator?

If the incinerator is full trucks that are emptying a landfill are going to be routed to another site.

I was puzzled because I hadn't noticed that the incinerator reserve was full. Wow, it happened fast. If it is nearly full, it doesn't send out all its trucks. The landfills were also busy trying to send waste to the incinerator, so they weren't picking up new garbage, either. If you want to empty a landfill, you must have more than enough incinerators to process currently produced trash. Upkeep on them is liable to become your greatest expense item in the budget, but the electric power they produce is a nice bonus.

I don't recall, but I have been using a recycling center (that does not pollute either) that I can empty a landfill to and that generates a bit of power. This negates the need for incinerators or other garbage polluters in a city. They are pretty efficient at keeping garbage from piling up as long as there is no major traffic issues.

That would be great, but the recycling center is only in a DLC or mod, right? I have stayed vanilla so far, because of a limited PC.

In base you have to eventually upgrade to incinerators. They are a complete upgrade and yes, make enough to be able to process all the garbage you produce. They will get slammed initially but after the landfills are empty you can eliminate them and go pure incinerators. They will collect all the garbage themselves.

Same goes for graveyards and crematoriums. Crems are better by an infinite amount, smaller and actually eliminates the bodies. So as soon as you unlock them you empty the graves.

I started doing that and then realized that filling three cemeteries unlocks a unique building, which (as I gather) once unlocked stays unlocked for all future games. So I shut my crematoriums down and made two more cemeteries. When they are filled, I will open the crematoriums, probably add more, and start emptying the cemeteries. Meanwhile, it's a comfort to know that the existing crematoriums are ready to go in case deaths begin getting out of hand.

Trucks never pick-up. Trucks only deliver.

In your case it's not about the trucks from the waste processing complex, it's about the trucks from the landfill and transfer facilities.

Once you have reached the milestone that gives you the Waste Processing Complex and the Waste Transfer Facility do you start deleting your recycle centers? I start out early game with one landfill, then go to recycle centers, empty the landfill and use recycle centers. The documentation tells me the Waste Processing Complex handles garbage from landfills and the Waste transfer facility. No mention of recycle centers. Looks like the Waste transfer facility is noisier but pollutes less than the recycle center and has 5 more trucks.
