It would be nice to have a population overlay map to show which buildings are unemployed and which buildings need employment.
I the only way I've been able to remotely figure these things out is with the district tool. It will give some more detailed info on the districts employment. It's not the best and you need to balance your districts from start. It's hard to go back and map out a district and then try to balance it out.
Also, demands change as cities grow and patches get released. and districts become a micromanagement hell. Fill up house mod will add to the challenge as well.

I just take the percentage from my total population. So if 10% of a 20,000 strong population is unemployed, then you've got 2,000 people doing nothing. It doesn't really matter so much where they are, so long as they have a transport route to get to work on. Of course, it's only really accurate to the nearest 100. Since the population is always changing. 5% unemployment in a city though, is generally considered pritty healthy, so long as you have industrial and commercial demand, that is.
Instead, think about the types of jobs you wish to provide first and that will help you decide where to put them. Then, the only thing to consider with relation to residential is your public transport options.
For example, Offices are the only type of zone that you can safely place adjacent to residential, whereas Commercial and Industrial both need to be located away from residential.
I haven't had any industrial deman for a long time. I have the rush hour mod installed, but I also export around 5k+ in industrial goods. So I can only add commercial for a while ast least. I think eventually once I build onts of commercial industrial demand will go up again.
My unemployment is 20% and it won't go down no matter what jobs I provide. I'm trying to get offices, but they are industry demand. Maybe this late game we're stuck with high unemployment as the AI is designed to handle 9-tiles and not 25-tiles?
I got my unemployment rate down to 6% now after adding that fill the houses mod. At first it went as high as 15%, but I steadly added commercial jobs as demand allowed and leveled them up. Make sure you have educated sims in all areas (elementary though university).

I have full education from the monument (Hadron Collider). I currently have Industry demand since it is an old save. But I have infinite oil and ore mod, plus Extra Landscaping Tools to give me more oil/ore/agr to keep specialized industry going. Otherwise I get import errors of not enough raw materials. which causes no industry demand.
Yeah the fill up houses mod definitely helped my population jump up. I think it's starting to stabelize now a bit though. :) I'm at about 413k with 4-5% unemployment, commerical demand is increasing.
