Know that subscribed, but deactivated mods, can still affect the game. So if you want to try and see if a mod is causing issues, it's best to unsubscribe form it.
It's much easier than unsubbing everyting, and them resubscribing to everything again.
But when it comes to troubleshooting, then it's better to unsub them instead of disabling them. Just so you're 100% certain a mod isn't causing issues.
Disabled mods (and assets) in skyve will not load into content manager

Which will take a lot of time to find them first and then unsubscribe to them.
You must start from beginning, if you want them back.
That might work for 10 or so, but 100s...
Inside game, Steam program and Steam website seems to work different.
Mods can still leave some leftovers somewhere inside your game.
Using the disable option in the Content manager should be easier and making this work.
you can even create different profiles for different cities
Use another mod to solve something with a mod... Nice.
Disabling in Skyve means it won't be loaded into the content manager without the process of unsubscribing/subscribing.
Need another mod to solve this bug. Why do you have a Content Manager? Who does not let you disable the Steam Workshop content inside the game?
If you'd spend the same amount of time on finding things out and trying for yourself, as you do on complaining about things, you'd be a happy gamer by now.
I suggest you follow de.abacus's advise and use Skyve. JUST DO IT! You don't have to be a rocket surgeon to do so...
