Waste Transfer Facility vs Incinerator

I have a 20k pop city with 5 Waste Transfer Facilities, 2 Waste Processing Complex, and 2 Incinerators. City is complaining of building trash. The 2 Incinerators are using all their garbage trucks, but the Waste Transfer Facilities are only using 1/3rd to half of their garbage trucks. Is there some trash that the Waste Transfer Facilities cannot pick up?

No, trash is trash in this game. This has to do with the type of garbage truck and the type of facilities instead.

Traffic can be an issue as well. And the placement of the facilities also playes a role. Hard to tell without a good look at your city, so if you could post a couple of screenshots, that would help a lot!

Garbage truck go out only if there is enough storage in the facility for the full load they'll bring back. Waste Transfer Station has always been unbalanced in the sense that it doesn't have enough storage capacity for all of its trucks. Hence you must ensure that the main processing facilities can sen trucks out efficiently to keep the waste transfer facilities as empty as possible.
