Airport Apron not work with zoning?

it seem if I place the concrete apron it will destroy the zoning and prevent building.

Yes, like other buildings and paths it does block zoning tiles, but it can overlap with most other buildings and networks.

I cannot find the concrete apron texture. Where are they?

It's in the Airport Area menu all the way towards the end
