They use 0 of their vehicules. All the cars are gone.
1) Are all the service buildings located in the same area?
2) Do you have any areas of your city that are isolated from the rest of your city?
1) Yes, they are in the same part of the city. Some are in industrial or university districts, but for the same result: no car
2) I've a second city reachable through a huge tunnel, but it has its own services, no car coming from it either.
Build a bus station (if you haven't already).
Place a stop down around where all those service buildings are.
Then with the second stop go around your entire city and see if there's a road that you can't put a stop on. Include all areas of the map you're playing on (unless it's in a tile you don't own).
Should you find a road that you can't place a stop on then that road should be the cause of your issue. Check its junctions with TMPE and make sure you're not preventing vehicles from turning onto that road. If you're not using TMPE then I would suggest deleting and redrawing that road, then checking it again with the bus stop tool.
Repeat from step two until all areas of the (playable) map are checked.
If you don't find a road then your issue may be mod-related.
You may also want to upload your save to the Workshop to allow others to play it and see if they have the same problem.
It probably comes from a mod but even after turning them all off, no vehicule appears.
1. Outside highway connections are technically invisible stations where intercity buses pick up passengers
2. The Sunset Harbor DLC somewhat messes up outside connections so that the game cannot tell them apart from stations you place yourself.
3. This causes incoming citizens and tourists to wait for taxi at incoming outside connections, and taxis can't route to them because they're one way.
4. If you have intercity bus stations, deleting them should fix the problem.
