Trying to do inner city cargo loop
Hi all. I have some districts in my city that I want to link up with an internal cargo train network in order to lessen the amount of traffic. Issue is, is that no train at all is using the internal line. Trains are just coming into the bottom right station(in relation to the picture attach in the link) from outside the city, and most goods are being transported through the city by truck anyway.

Is there something I'm missing, or is there nothing I can really do to fix this?

Well, right now, cargo has issues with the new DLC and can have big issues if you aren't familiar with it.

But, your farming/Forestry district should be going directly to generic industry, to feed them freight, so generic industry can send "Goods" to commerce, so they can be sold to shopper/tourists/etc.

I'm not sure why you have those two train station outside of your district. They should be inside your commerce/specialized district/generic industry. so they can keep traffic off your roads.

You also have that highway next to your farm/forest area going to a dead end, instead of directly yo the heart of it.

There's only one road across the river as well.

You have dead ended your highway entrances at your southerly districts as well. The highway should cut through it so it can move your cims around your city.
I would closely look at the track of the local (internal) lines or loop. To check that a connection or two are at an angle that do not connect.
