burned buildings?
why all of a sudden i'm seeing burned out buildings? since I've had cities on PC for about a year now, i haven't seen a fire or burnt building. on Xbox, had it for the 1st couple of years and then the fires stopped, so for the passed few years Xbox didn't have it. the setting for having fires was even gone. i had suspicions that they took it away to add to natural disasters. but anyway, i haven't actually seen a fire here on PC, just burned building. don't get me wrong. i want to have fires, yet to even see a fire truck...

PC version base game was generating fires up until one of the updates last fall (a little flame icon would appear over the building). After the update, it stopped happening and only players with Natural Disasters DLC saw fires. I stopped building fire stations until a fix was released earlier this week. Now fires are appearing again and fire trucks race to the site to put them out.

but i'm just seeing remains. no active fires...

Tested a vanilla save and and my main city, the buildings do burn as they should or as they use to. Was a nice thing to see again, a burning building. Sound kind of sad I know but... The fire mechanics or response adds a layer to traffic. They will if possible detour traffic around the fire till the trucks put it out.
If your trucks can't get to the buildings before they burn to the ground the burn icon marker will stay above the building till you bulldoze the damage, so it can rebuild.
Very nice to see the return of fires. For those who came into the game without them (fires) I suspect some renovations may be in order.

So no fires but burned buildings will appear? Modded?

don't know... i can't see the advantage of not having a burning building but still having the damages from it and work on cleaning it up...

There is no advantage to that at all. It sounds like the burning building is being hidden from you and your fire stations for some reason.
I tested my modded city (main city) too and it has burning buildings with trucks attending. I do have some burned out buildings in certain places that I'm not sure if they were all there before. But they are in the district which had trouble with fire coverage and had burnouts. I was working on this issue when the fires vanished from the game.
I would suggest starting a vanilla game by using the launch option --noWorkshop
to confirm mod interference.

i'll keep watching for now. maybe i'm just missing active fires because i'm in and out of game a lot today. but my city is so small right now. hard to miss. it's been so long but how do i activate notifications for fires? i know i turned off notifications somewhere in options.

Sounds like you are getting closer to the issue. I can imagine "that" mod disabling fire trucks. Though I have never used it.

Hide Problems AKA Politician's Mod
Press CTRL + SHIFT + P (CMD + SHIFT + P on Mac) while playing to toggle Problem Notification Icons on and off.
-------
No Problem Notifications 2.1
How to use
You can set which types of notifications you want to hide in the mod settings.
You can toggle visibility of notifications by shortcut Ctrl+Shift+N from game (can be rebinded in the mod settings).
You can hide only normal notifications, but still have visible major notifications.

i didn't think you needed a mod for notifications.
on Xbox, i think i might be certainly almost positively knowing what i'm talking about, had that type of option of turning off the annoying notifications...

In the PC game you need a mod to turn off notifications.
in Xbox i think there was an option to automatically 'go to fire' when there's a fire.
also i hear lots of chimes which i believe are notifications that I've must have adjusted the volume to really low. if i'm hearing it why am i not seeing notifications?

Chimes? like a ding? That happens when a building upgrades.
Notice of a fire is just a icon of a flame above the building on fire at the moment.
