I do not recommend it at all. Not worth it to lay out that kind of money, only to go play CS2 in less than two months.
Maybe wait until they retire CS1 and maybe it will go monthly subscription or a big discount, like $20 for all DLC, like they did with that Humble Bundle when Airports DLC launched.
No, you do not need every DLC. Only expansion packs. Content and Radio Packs are not needed.
The amount of DLCs required is still sizeable, however.

I suggest waiting for a sale, there are frequent ones. If you are patient there might be cheaper bundles sooner or later, sometime after CS2 is released, but you may be waiting a while with no guarantees of that happening.
With mods, achievements are mostly very easy to obtain. Some like scenario wins will take a little longer, but are still very easy.
Whether or not it is worth it it is up to you. If you are itching to play CS2 then I would just wait for it, but if you are not in a rush, certainly CS1 and its achievements - and mods - may fill in your needs for a while, at least while CS2 gets its modding library up.

You did better than I did, I didn't even consider the CCPs nor the Radio Stations, nor the other minor DLCs. LOL
Is some/all of this DLC porting to cities 2? I think I heard something like that the other day...
As SKUs, absolutely not. There will be no convertibility of CS1 DLC directly into CS2.
You can expect that whatever mechanics CS2 is lacking at release will have future DLC to supplement, and will probably overlap with CS1 DLC.
Don't need or want all DLC's.
