So, going over 9-tiles (or too many service stations) will limit each station to 2 vehicles per station.
The workaround is to just spam extra stations somewhat equally around your districts. Do not clump any together.
Some DLC have better service station, like the Waste Transfer facility/process facility. It seems to do better. I don't use it much. But the times I did, it was doing better on collecting. I had about 16 tiles mostly full.
But waste transfer should be working as intended.
But you can run into balancing issues as soon as 20k all of the way to 665k. That was my unmodded limit (25-tile with unlock, that can be removed and tiles stay unlocked, as they are meant to be unlocked. The outer 81-tiles are not meant to be unlocked, so you need the 81-tile mod for them to stay unlocked.
On the other hand, it's things like this which can spoil the game for you, depending upon your point of view.
Another alternative is go on the workshop and search for Block Services. Many types exist for all services and more. These can be placed cost free without having ridiculous numbers of service buildings all over your city. Use Move It! to hide them beneath other buildings.

Increasing the budget will add the ability to spawn more vehicles, but it will only actually send out 2 vehicles at max, from over spamming garbage for a 9-tile city.
So, surpassing 9-tiles will leave you to permanently have all garbage station sending only 2 garbage trucks each.
As far as modding goes, if you don't want to deal with garbage, you can just subscribe to a "No Problem" type mod and the game will ignore garbage and will be essentially turned off.
Otherwise, you only need to spam a few extra stations per tile, at max.
