Harmony no good?
When I start up to play cities, it tells each time me I have broken mods, i/e Harmony. So I get rid of it. Then it tells me I can't play without using it because of TMPE..What goes on here.

I get this message also every time. I think its nothing more than just a reminder that mods could break.
I'm only using 1 mod and thats the one i can buy every land expansion after reaching metropolis. Havent reached that yet with my new save so could not say if its broken or not.
Harmony obviously isn't broken. Just because you see the word "harmony" when an error is thrown doesn't mean harmony is the issue. Another broken mod that uses harmony is the issue.

Harmony is a dependancy mod. It is a required piece of code for several other mods in order for these to function properly.

Having a mod that requires Harmony, but not having Harmony causes errors.
An error created by a mod that requires Harmony often gives an error where Harmony is mentioned. But as Leopold Butters Stotch mentioned it is not the Harmony mod itself that causes issues.

I have had trouble with this Harmony app. So I eliminated all mods and the game worked. So I added Move It! as the only mod. No problem except it needed Harmony 2.2.2.0 which I installed. Checked and found that it was showing a problem. So, it seems to be a problem for use with several mods.

Harmony doesn't crash games. Only other mods do. Again; Harmony is a dependancy mod.

Make sure you're subscribed to the regular Harmony mod, and not the experimental one. In addition; make sure you're only subscribed to mods that are up-to-date.

You say you "checked and found a problem". Would you be so kind as to tell us what that problem might be?

The "problem" was that when I examined my mods there was an indicator - ! - beside the Harmony mod which indicates -I assume - that there could be a problem with Harmony and some mods. So far, I am gradually adding mods I have used in the past, and which are up to date, and there has been no operating problems so far.
