You can usually find similar content to the ones in Content Packs in the Workshop, so I would avoid them at least for now, unless you are a console or vanilla purist.
As whether or not they are good or cost effective, that is a little subjective, do read the reviews and check some videos and come up to your own conclusion.
For the main DLCs, my favorite ones in order are:
1 - Mass Transit: for mass transit options
2 - Snowfall: trams, I also like winter
3 - Industry: natural resources and many industrial buildings
4 - Campus: district-based university neighborhoods
5 - Parklife: district-based parks, zoos, and amusement parks
Already having industry zones inside base game.
Rest are older DLCs,
I am looking for newer ones, from the island.

Industries are already in base game and only basic, dirty one seems to work.
DLCs or custom content packs for themes, better looks.
I do not want music DLCs, they are not my taste.
Steam Workshop content is not great.
And then those new updates, who damage the hole game or do not let play the game anymore.
Campus DLC adds an university / campus, but game has already some buildings from this.
There are missing some buildings and tracks / roads. Combination of public transportation buildings. Combination of public transportation tracks only. New update added a few, but still not what I want. Service buildings are too small and have high cost with lower coverage. Also, I do not like their looks.
I am missing choice of different road and rail bridges.
What DLCs do you have and/or like, @WhiteKnight77?
Again, it comes down to whether or not you think you will like it.
Overall, I feel they are more specialized and less bang for the buck than most of the older DLCs.
Hotels are nice for that touristy and/business feel and can be ridicuoulsly profitable. My favorite of the newer DLCs.
Financial Districts does add investments, a bunch of assets and a financial office specialization, 2nd favorite of the newer DLCs.
Pedestrians allow you to build zones in pedestrian only roads. The concept is good though the large service buildings required to service it kills it, in my opinion.
Airports is the worst of them, there is already airport roads and terminal mods/assets that do most of that the DLC adds, and while the mod does keep everything tidy in one place, it kills that and some more by restricting runways to have only a pair of taxiway exits.
By the way, I have all regular DLCs, plus the Railroads of Japan pack.
There are a lot of good quality content in the Workshop, so it is my opinion that content packs are not really required, except in some circumstances - i.e. in my case, I got it more to support the modder, and while there are available stations similar to the ones in the Workshop, these do have that Japanese feel I am looking for.

As far as Work Shop, I put together a collection of skyscrapers before the DLC came out that are awesome. Some are residential, some are office, some are commercial and some are unique buildings. The Quad Rioters have a large collection of assets (they are not mods that mess up the game) from small buildings to skyscrapers.

I like SimCity 4 (Deluxe Edition) too, @Liralen, but it seems I cannot longer play this game.
Maps / cities in SimCity (2013) are too small. Always not enough people and the resources to move around. Do you complete a big project?

Other SimCity games are older than SC4, except for SC Societies, which is even worse than SC2013.
The older games were great for the time, and are still good if you are into the nostalgia factor, but they are totally different than what CS has to offer. Few mods, isometrical graphics, maps will feel small once you go there, etc.

The last Simcity game I played was SimCity4 Rush Hour. It had connections to new areas, basically adjacent city areas similar to Cities Skylines. In Cities Skylines, without mods or cheats, you have to obtain certain milestones to access adjacent areas. In SimCity 4, I think that to access adjacent areas required you to build specific road types from the starting city's border to an adjacent area to be able to access it.
Either an avenue or higher capacity road type, but I can't remember. Once I started playing Cities Skylines, I never played SimCity again, so my memory is fuzzy.
I can say that using SimCity's building tactics works perfectly fine in Cities Skylines, which is basically using grids, no mass transit even required, not even bus stops which are pretty much required in SimCity 4.
However, grids are not required in Cities Skylines. You can build traffic circles or make roads to be random squiggly lines, whatever you prefer. A lot of Cities Skylines players don't like grids, but they aren't paying for your games, so do what you like best.
One big difference in Cities Skylines is that the SimCity standard 9x9 residential block with an entertainment/park in the middle doesn't work in Cities Skylines. Parks generally must be placed adjacent to roads and they are a variety of sizes. I do have the Parks DLC, but only use a few elements of it, primarily walking paths because they reduce road traffic. Unlike SimCity games, your citizens like to walk. And ride bicycles.
Another big difference is that pollution from industrial travels less than 8 tiles. One house, commercial, or industrial building can be as small as 1 tile or as large as 4 tiles just to give you an idea of what a tile means. There is also Noise and Water Pollution which can make your citizens sick, so play attention to those, too. The range of noisy structures is apparent before you place them, except for roads, which depends on the type of road and how much traffic is on them.

The SimCity 4 Deluxe Edition (or just the "Deluxe" sometimes), seems to have base game with the Rush Hour, their only expansion and game might been updated. It gives some things to use in cities. Like the metro to high train. The game is more friendly. 4 styles for buildings, which you can choose to change after x years or keep the same. Mostly the same sizes for buildings, zones and buildings, the 1x1 square. With 5 people "helpers", who are not always helpful. You need an amount of people and good points to unlock buildings, those are for making a big city. Some of their funny messages. You could drive inside your city, what seems stuttering. You could do tasks giving you more money or good points.
Also I could play in my own language.
It seems I forgotten when SimCity 2013 was released. With later bad reviews and returning players not longer playing the game anymore, this game maybe might end the SimCity line.
In Cities Skylines, you must always build first the road to place a building or park. That can be annoying. But some buildings have their own piece of road and thy cannot be updated / changed.
With the Parks DLC you can add paths where the people can pay access to walk through your city. Base game has already paths for walking, skating and ride bicycles, alternatives to go shopping, do leisure time and working, instead of using cars and public transportation. Younger people with children, elderly people, people with less income and tourist can do this.
Service builds like schools and emergency services are very small, have old or strange looks, cost more and do not cover much. You must search the Steam Workshop and you might find something better.
There is no option to restore the city to default. Remove all buildings. roads, tracks, pipes with 1 button.
You can buy more tiles to extend your city, but still 9 tiles and not to 25 tiles.
You can not sell the wrong bought tile when you find out a tiles is wrong and become stuck inside the just 9 tiles. With removing any city stuff except the highways and railways.
The city must always connected to a highway. For sure, in the fresh start from a young city this makes your expenses likely more higher than needed. You start with basic or default roads or streets, who can be updated / changed later, when needed, when city grows and you get more traffic as services.
For Cities: Skylines 2, I want to hold back. At current, I see some bugs and have problems with first one. Game looks better and has a high price. They added or better, "borrowed" ideas from others, They give stuff from several mods and DLCs. With an unknown road for their new DLCs, you must start over.
With just 2 months, reviews from must playing that new game-players, there might some bugs and problems, it might wait some time before buying.
Also, I do not known if my PC can run this game.
I am looking for other city building games or similar called games, to try and play. Who has ideas?

That SimCity Societies was strange and fast forgotten. Why did they make it?
SimCity (4) is not Cities Skylines and reversed.
Cities Skylines can learn from games like these.
SimCity 4 is the easier one and could also bought on Steam, but seems different someway.
SimCity 4 has nice graphics for their time, simple but not like a cartoon, winch newer games like them have. Small map was not for me, but medium and large maps. That could yo somewhere change or make. I did not for the mods, they are fillers and have no working.
So far I can remember, the SimCity 3 has some scenarios and world buildings. Difficult to find and might not longer to play. Graphics feel simple. I could build in pause mode.
They did put the first SimCity on their website to play, but that one did not feel as others.
I am interested in the newer DLCs and Content Creator Pack. Buy them with sale is a good idea. You do not need them all.
From the Sunset Harbor DLC and above. Which are good to combine?
The Airports DLC works the same as bus / metro / train / tram lines?
Asian and music ones do not say much for me.
Other games might be called city building games, but you do not build a city. It feels more a town, or similar smaller thing. Where you can give them something to do, trading or market building, a house, water access, leisure time stuff and defend this town.
Maybe puzzle-like games. Waiting to do your next step with some options.
