If you have traffic lights at the end of a highway for example, this tends to happen all the time, especially if the vehicles go straight through the intersection (so they do not need to slow down to make a turn).
You are right... but it is not fixed at 80 kmh, I had a junction at 50 kmh and one side just didn't see the light.
I think they only see the light if they are on the last segment before the junction.
so very short segments can make them run the light at even lower speeds.
I think it's the same for yielding, people that have to yield seem to only look at the first segment of the road they have to yield to. (can really mess up your roundabout if you have unneeded nodes in it)
I know it is this way for TMPE timed traffic lights, they only look at the first segment of all roads to judge traffic flow for their "when to switch to the text phase" conditions.

the last segment of the road the red light runners come from, how long is it?
is or was there a junction nearby?
is there a node nearby?
if yes remove that junction or node and see what happens, I bet they will stop running the light.
its pretty close since im using texas style frontage roads and u-turns and the speed limit is 45 mph so ill try removing that uturn thing and see what happens
