I hope CS 2 like Planet Coaster building, doesn't need Blender or 3DS Max to make custom building.

I will definitely pre-order and I'm already on the wish list. The last few Simcity games have barely even got one expansion, and none of them two.
It is nice that they continue to support the game, even though I may not buy them all, they definitely have value, especially non-workshop versions. I will gladly pay $30 -$60 yearly for extra content. I think I've averaged nearly 500 hours of playtime a year. I think that is a very good bargain.
Most games I buy, I play for a month or two and move on to the next game. But this one I keep coming back, over and over.
Colossal Order did a really good job with the first CS so pre ordering could still be done without any big fear.
Yes CS 2 will probably be a bare skeleton however with Paradox as a publisher we know to going to receive tons of DLC's which will add everything again.
Disclaimer: this is no hate, I prefer them to take their time. And as I work in project management field myself, I know every project will have situations you can't account for that gives delays. It's the classical example of when you're a student and you remember that homework or paper that needs to be handed in the next morning so you need to pull that all-nighter. And game development is project based work.
