Old Town policy is caputt
And by design it seems.

Old Town; Only residents and businesses can use the area for motor vehicles, ban other motor traffic.

Well, no, not exactly. Only ban them if they try to run trough the district, not into it.

I have sent a very nice e-mail to Colossal Order asking about this policy, since I have a hard time understanding that is of any value.

I have an old town part in my city, with a moat and wall with towers around. Plenty of old buildings. And all growables of old European types. There's also an underground metro and 4 tram lines covering the area, making cars totally unnecessary. Even so the bridge into the area is full of cars with tourists, making it hard for the residents and businesses to get to their home or business. I have always though the solution was to just hit Old Town in policies, and everything would be alright. *sigh*

But I think this was supposed to work this way - banning transit, not incoming traffic.

That would be bordering on idiotic in my opinion. An Old Town is a place you don't want too much traffic, so you prevent it any way possible. Look at the old cities around Europe and how they have been destroyed by too much traffic. Not only the traffic in itself, but the effect the exhaust gasses has on the architecture.

Okay - old cities in Europe, I agree. Old cities in CS - I always understood this as a way of banning transit. If you look at this from certain perspective banning transit is actually allowing only direct transport and deliveries. But it doesnt force people to use cars - some will walk, some will use metro or bus or whatever. So, this is just the element of something bigger. But, at the end of the day, you need deliveries to your commercials, since goods need to be transported so you dont want to ban all traffic. So... it works. But I agree that name is stupid, since it has nothing with real life old town policy.

Well, maybe it is bugged now but it used to work. It only allowed goods deliveries and residents of the area to use cars. Everyone else were banned from using it. Be it their target or just passing through the area.

According to a 4 or 5 year old post on Reddit it has always been that way, and was always meant to be that way.

Strange. I've not witnessed any other behaviour in my cities. Then again, I never have enough traffic on the streets to witness any issues either.

I have more tourists than citizens in the Old Town part of my city, so I have issues, huge issues.

Tourism has been boosted a lot since the last update. so try turning some of your tourist buildings off in the old town and you'll see the traffic drop.
I had the similar issue with my save where i'd spammed down tourist buildings at the end of rural roads which all worked fine before the update. It took me 3 weeks of trial and error to get my save back to where it was.

What i did is built train stations next to 3 of the main motorway intersections that the tourists were emerging from creating park n rides, 70% of the tourists are quite happy to park up their vehicles and jump on a train from these park n rides and allowed better traffic flow on my rural roads.

Here's one of my stations.

Sure, that's possible, but it doesn't fix the problem, as I see it, that the policy is completely wrong.

Yeah it has impacted the policy but use the work arounds because there will be no update that addresses this. Besides i think it's a great addition if you use it to your advantage.

Sure, but then they should add the policy that most players thought this one was.

I still consider the increase in tourism unintended, so I wouldn't be so sure. The issues with tourism aren't because the policy itself is a problem somehow, it's purely the increase in volume.

Can't find the post by Avanya but she stated that tourism was boosted so it's very much an intended boost but maybe the lack of awareness that it would effect a policy in this way.
