you absolutally do not need them all. DO NOT buy the music packs, just listen to something on spotify.

None are important. Just play the base game, then decide what DLC you want based on your playstyle. Give yourself a couple months to figure it out.

parklife, industries, sunset harbor, green cities, plazas and promenades are some good ones. if you want some less important but more fun dlc's you should get airports, campus and snowfall, those are pretty nice.

I use a little bit of every DLC in each city I make. To me they are all vital. Maybe Mass Transit less so since I don't really use those forms of transport, but tbh monorail is pretty cool if done right. I think Airports and Campuses are the least important since the base game / other DLCs already offer plenty of airport and college choices, but it is still nice to design your own and both are a good source of extra income. Sunset Harbor and Plazas & Promenades offer the most gameplay advantages though. SH lets you do inland water treatment so you're not dumping sewage into the water, and P&P, even if you don't build the pedestrian paths, you can still funnel all cargo/garbage to one pick-up point which can greatly help with traffic.

None are essential, though the expansion packs add different gameplay features that cannot otherwise be obtained through mods, often through a form of the district tool.

I suggest you read the following wiki for more information:

My favorite ones are Mass Transit, Snowfall, Campus, Industries, and Park Life.
