If you make a test save and replace the train with metro or buses and the station still isn't used it may simply be that folks don't want to go where you think they do LOL. That happens.
As per markg, if using Workshop assets, try replacing the station with another one.
All methods of transportation can be highly used, just depends on the way you set up your city and your lines. I usually make trains the backbone of the transport system, and they are highly used.
The area of offices and residential zoning to the left was built several game months after the train station, in an attempt to get someone to use the station. The compact bus hub came a little bit after that, so the game had been ran for a good amount of time after the station was built.
And after posting last night I too thought it might have been a problem with the train station asset used there so I removed it and built a vanilla passenger station there. Then I went to a different part of the city and watched my trams for a bit before returning to check on the station (so maybe a day). It was still showing zero weekly passengers.
doublesave
remove all other public transport around that train station.
if they start useing the trian it's an attractiveness issue, e.g. people thought other public transport fittted their needs better.
still no one useing it? I'd guess the asset has a problem, or peds can't walk there.
(are there even people walking by the station or is the street devoid of pedestrians?)
I hope this makes sense?

EDIT: Ignore all the death and trash issues. I've been getting the InDLC bug that overfills the raw storage and was working on different things to mitigate that issue. I got the industrial areas set up so no vehicles can enter them at the moment, so if you look at the save you shouldn't be hit with the bug. Except for the one silo near the unique factories. That one will likely get hit with the bug. One I notice it I just make the road its on one-way leading away from it in both direction so all the incoming trucks start despawning.
