Canals and dams are complicated and finicky, and i never touch them.
At the start of my map a few years ago i built a long canal that kept flooding. I kept messing with the 3 canal depths until it finally stopped flooding. Then i extended it and all was well. Then the other day i extended it a little further and it floods to kingdom come...

Water scary.

Assuming that this wasn't a transient issue resulting from oddities with how Cities: Skylines handles water, the mistake which caused your rich neighborhood to flood was a failure to look at the contour map and figure out what floods. The contour line you start your dam at is roughly the contour line that becomes the water line of the basin that gets flooded by the dam; anything below that and upstream of the dam is going to be flooded, unless the water source isn't high enough or there's a way for water to flow out of the basin that doesn't go through the dam.
