Seems people may be misreading the question.
I take it that 'NON workshop' means vanilla, perhaps for achievement purposes
So it would be useful if the OP told us which DLC's they have, if any.

Well, since you have not posted any preferences that you want it your city, it is impossible to advise you on a map. We need to know a lot of criteria to properly advise you.
Just pick a map and go. When looking at a new map, make sure there is no red X on any of the maps. Like some don't have airport support, oceans, natural resources, etc. Some have only one highway, 4 are possible for each network type (4xair, 4xtrain, 4xships, and 4xhighways).
I like base maps of foggy hills and green plains are fairly flat with a lot of buildable areas.
But when looking at the tiles it does not have a connection according to the tile info.
If making your own map scares you, You'll never survive the city.
Also, it really helps boats if bridges are properly elevated high enough, and you don't have pillars going through the line. So I redo the road first, then the water connections, then the air, then the rail.
I also like to ensure I have a genuine E-W and N-S highway so that I don't get all traffic from the left side or the right side. I also like to ensure I have two non-connected rail networks, one going N/W another going S/E, which allows me to use one for only passengers and the other for only freight. I might make a few water adjustments to provide each fish of SH.
