Or..... you can get yourself a nice sized city and turn off all the electricity. People will leave. Buildings will be abandoned. It will take a while but it will happen. Just make sure you have the cash reserves to cover you until it is rebuilt after you turn the electricity back on.
That's how I got my 1,000 abandoned buildings.
This should do the trick. If you want to keep your population high and not wait for it to rebuild, , then keep residential low and commerce, industry, and office very high. Like +25%.
Cims will be happy to stay unemployed and not leave town with taxes low. below 12%
Then when you lower taxes back to normal, then there will be plenty of workers available to occupy jobs immediately. Should recover in no time.
EDIT:
Make sure you don't have a bulldozer mod. Abandoned buildings will not vanish and leave an empty plot on their own. Abandoned buildings will stay forever until you bulldoze them, unless other cims move into them, then they will auto-bulldoze and rebuild right away.
