These are DLCs that i always get use out of in every city i start.
I would personally check the contents they add to make an informed decision:

You can build cities easily to 500K as the game sits now. You can build a city to a million. Game limits hurt the game how?
I always say the same thing. Don't buy what others like. Buy what you like. Look at the DLC and see if it adds something to the game you like. Not what I like.
Remember it's your money not everyone else's who are telling you what to buy.
I have most. I didn't buy the last 2. They added nothing I found remotely interesting. Not saying they were bad in anyway. They just didn't add anything I wanted.
That's what's great about DLCs. You buy what you like. You don't need to buy even 1.
The 1 mil limit is kinda pointless since only 64k are actively simulated on the map at any given time.
Either way, the segment and node limit (shared between almost anything draggable ingame...) and the building limit are far more limiting aspects.

I agree with you about the 1 mil limit. It's the Citizen Instances, Citizen Units, and Path units that I'm talking about. Anything that prevents the player from being able to take unlimited full advantage of available space/land.
I suggest all "Main Expansion" DLC, except Natural Disasters.
That is a fallacy, and not a proper argument.
And in any event, there are already other similar games that have no such limit - nor segment, nodes and building limits, for that matter - so I do not need to "make my own game".
