I have 16GB as well and my pc uses 48GB of virtual ram, upgrading to 32GB would reduce the strain on my VRam and would definitely help matters.
This will happen without mods.
I have a GTX 1080 8GB and I average about 35FPS zoomed in on a busy area of my city that has no workshop.
Hey, I have that motherboard. It is awesome. but more RAM won't make your computer run faster. It will just hold more data. RAM is no different than a hard drive in that aspect.
Considering the game rarely even uses ant more than a few hundred assets at once, then 16GB should be enough.
If you run our of RAM, then consider removing unused workshop. Be more selective what workshop you use, and only subscribe things you need when you subscribe to them.
If you need more ram, then you can increase your virtual memory. Windows recommends it to three times your RAM. So, just increase your pagefile size to 48GB and it will give you virtually 64GB of RAM.
You'll rarely ever use more than 16GB of RAM at one time, so you should have no issue with the game once it is loaded with 32GB of workshop. The other 48GB will be ready for use if you need it.
Here's an article "Optimize Windows for better performance" from Microsoft on increasing your page file size. Skip down to the last section "Change the size of virtual memory". Start at step two and hit the start button and type "Advanced System Settings" and open that app.

Just make sure your Initial Size (MB) and Maximum Size (MB) are both 48000.
If you have money burning a hole in your pocket, then go ahead and add more RAM.
But, you're still going to be stuck at around 30 fps or worse, no matter what you do!
EDIT, if you let Windows manage your page (Default Setting) then you will run into all kinds of issues. Windows is not very smart and will be constantly changing the pagefile size and give hour long load times and usually crashing from timing out while waiting for itself to try and create a pagefile.
Your post definitely contains all of the information I needed to make up my mind and make a final decision on the matter.
