Average sentence length

Some assets (like police stations, for instance) show a field in the asset editor that reads "average sentence length". Could somebody please tell me what this does? Thanks.

Cims are kept in prisons for about 15 game weeks though some are released early for good behaviour. See the wiki: http://www.skylineswiki.com/Healthcare_and_safety#Police_and_crime
