i7-4790 3.6GHz GTX650Ti 8GIG RAM gets me constant 60FPS when zooming out, and drop to 50 if zooming in crowded place. Probably there is GPU bottle neck here, but I dont mind.
20fps is playable.

This is normal. Between the engine getting overloaded and that way windows favors FPS (first-person shooters) games you lose FPS. All sophisticated simulator have this issues from CPU overload and game engine overload.

AI Mod is a entirely different story and I particularly dont discuss about it, although getting Visual Mod such as extra building, prop, road, etc, .. do not affect both FPS and simulation much.
I have i7-4790, GTX 750ti, 16GB ram. I know i could do with an upgrade on the GPU, but should this run ok up to 50k pop?
Surely 16GB ddr5 should be enough? It judders as soon as pop gets to around 1k. FPS drops to high 20s/ low 30s if i zoom in a little.

That system is fine. If you can afford the i7 instead of i5 it would be a lot better. The 380x is good, but if you can get the rx 480 is is much better and only $200. They are new and short on supply, Some people take advantage and raise the prices by a lot, so if you can't get it for $200 then don't get it. but it should help pay for the i7.
If the money ain';t right. What you selected if very good, even for other high demanding AAA games.
try verify game cache, or reinstall. Make sure to update your latest driver, too. Also between DDR3 and DDR4 (no DDR5 yet) makes no noticeable difference, and 16GB is more than enough for vanilla game.
I haven`t had much more in pop because i get pissed after a while because my city is ugly so i start a new game instead
moral of the story if you plan to make big cities with a playable FPS curb your asset addiction ;)
