High Unemployment/ Oppression office

Hi all, i tried using the search bar, but I find myself in the unusual position of not being able to achieve 50% unemployment. I even tried unzoning my industrial and commercial areas, but was only able to reach 40% before it tapered off and my population started declining, taking the percentage back down with it.

Can anyone suggest a fool proof way to introduce high unemployment to help unlock this building?

Build a mid to large city, say 200k or so.
Then build the Hadron Collider and close all businesses and all services except for power and water. You should see at least 50% unemployment before too much unhappiness sets in, which you can mitigate by building the Eden Project and happiness promoting policies. Continue to zone residential to increase population.
This can have knock on benefits too, as there are other landmark unlockers, such as uncollected garbage that will result from turning all services off. Try to find achievements/unlocks that have the same goals or help each other.

All I did was shove all commercial, office and industrial taxes up to max, and drop the residential taxes to 3%. This kept people "happy" enough to stay until unemployment maxed for three weeks, giving me the achievement before everyone moved out
