An alternative would be to periodically zoom as far out of the city as you can get, perhaps even go into the city tile purchase mode and take snap shots. Do it regularly, say; every 10 minutes to half an hour and you'd quickly build up that video you wanted. I'm pritty sure that's just about the only way to do exactly what you're asking.

Secondarily, you need a video editing program ( for example: windows movie maker, Quick Time player, avs media, adobe after effects, u can even use Photoshop) to edit captured video fps speed and then render it out at web compatible fps and web encoded video formats (h264, mpeg, flash/shockwave video), and then you can upload to web. Optimal web fps is 12-15fps, but no higher than 30fps.
I think what you have done here is hijack someone else’s thread. Just the same, the mod is working unless you have a mod conflict. The control instructions are below(taken from the mod page itself).
DESCRIPTION
Camera Additions adds some features to the default game camera.
Features:
Hold RMB: SCROLL!
CTRL + SHIFT + O: Disable & enable scrolling
CTRL + SHIFT + I: Invert camera scroll direction
CTRL + SHIFT + 0-9: Save a camera position
CTRL + 0-9: Move to a saved camera position
Holding CTRL, ALT or SHIFT: Stop scrolling (usefull when zoning)
The scrolling sensivity can be changed by adjusting the ingame value of "Edge Scrolling Sensitivity" in the game options.
Note on camera positions:
The camera positions are saved per city name (the text you've entered at the new game creation screen). So having two save games with the same city names will result in the "same" configuration.
