The top rated ones usually have been fixed, or they wouldn't be popular.
This is one I want to play. I helped another user fix his city on this map, and it is very beautiful, especially with all of the required workshop, and the optional workshop. Not sure on the space available, but all maps will list the percentage of usable are in the map's description, when you start a new game. Hopefully on the workshop as well.

However, to say Workshop maps means stuff can go wrong is a huge overstatement. Very little can go wrong at all and even then, they're easily correctable in the Map Editor.
Don't cut your nose off to spite your face ;) Enjoy the many wonderful maps in the Workshop or learn to create your own!
