there are 2 kinds of forestry industry, the base game one and the DLC one.
it sounds like you got them mixed up.
I think you are trying to grow base game forestry in a DLC forestry area.
base game forestry is grown by:
1) drawing a bog standart district with the leftmost tool from the districts & areas menue.
2) giving that district a forestry specialisation (found in another tab of the districts and areas menue)
3) zoning yellow industry... it will grow forestry procesors if not on green forestry resource or a mix of extractors and processors if on green forestry resource.
even if your tree mod somehow breaks the green forestry resource you should still get forestry processors not generic industry.
DLC industry is done by:
1) drawing an DLC industry area, the tool is also found in the districts & areas menue but it's NOT the leftmost one, it's one of the others.
2) making it DLC forestry by plopping the forestry main building inside
3) hand placing other DLC forestry buildings.
(you can switch 1) and 2) around, the main building comes with a ltiny industry area ontop which one can extend with the industry area brush.)
to make it even more confusing base game districts and DLC areas can overlap.
I think you are doing steps DLC-1 and base game 3.
make sure to draw your forestry district with the bog standart district tool, the leftmost one from the menue and then give it a forestry specialication (a little tree icon should be next to the district name.)
I have used the same method as you outlined MANY times in the past and I did follow all your instructions (which were very clear by the way so will be helpful to have in the forum archives for sure). The "self sustained" housing is working fine. The District SHOWS a leaf and a small building. I am assuming that the leaf icon took the place of the pine tree icon? I have done the steps a few times and still I only get polluting industry. I am going to load up an old (and huge) game and see what is happening there.
Honestly I have no clue if it isn't the tree mod. I only have a handful of very basic mods being used.
Thanks. There could also have been a change with how that all works in the last year and a half but seems odd that the houses are modern and lovely as I expected them to be and the industrial part not working.
Any other ideas are very welcome.

Was the message. Even the task manager had a hard time closing the game.
So I am guessing that something is wrong there. And THAT is what is going on now.
Will try another old game with a different title but I am guessing the same thing will happen. I can also try a new game with all mods turned off. I seem to remember some folks having to remove all reference to mods and have an empty list and start over.
OR I could just live with polluting industry and work around it (insert sad face)

BUT the icon there is different so perhaps I don't actually have "forestry" selected for my new game district? In the new game I have a pretty leaf with three main leaves showing for that district designation.
The leaf icon designates eco-friendly commercial; the little pine tree icon found under the industry tab of the district tools, is still applicable to designate forestry industry to a district.
