EDIT - ok sooooo, I used node controller and I can shrink it down but anything less than 66% or so shows alot of holes on the inside of the Quay. The retaining walls in the workshop are actually just props and therefore do not actually "retain" the terrain like a Quay. So I'll play around some more here but this is a bit better. Now I need tree and prop anarchy I guess so I can place things closer to the walls. yay more mods :-)

ploppable asphalt is the name but thex are available in pavement, grass, gravel, ... too.

At the top you see the 'Concrete Quay' by Avanya. This quay doesn't have a path on it, nor any props. It holds back the terrain, and it's rather small. Perfect to use as a retaining wall: https://steamcommunity.com/sharedfiles/filedetails/?id=1357089942&searchtext=quay

Because of this, the game "thinks" you're trying to change the trees on the quays, even if the quay in question doesn't have any on them...
You need to use the Move It mod to place the trees there, or use a quay that allready has trees on them, and use the feature as described above to get the trees you like on them.
