I got some cities in my workshop which are made without any mods. See if they give you an idea of what can be done without mods and if the stuff you want to do seems to require some mods.
Only you can answer that question.
I always recommend building a few cities in vanilla so you can get an idea of the rules of the game. I mean, how can you know what kind of mod you need if you don't know what rule you need to bend.
Plus playing a few small cities will let you know your play style and help you know what mods you need.
Primary rule is never install a mod to fix something wrong in your city. It rarely helps and ends up making things worse.

even useing all DLC in your first game can be overwhelming.
get to know which aspects of the game you like get DLCs and/or mods correspondoing to what you like.
maybe look around youtube what is possible and pick your fav style.
playstyles in this game can be vastly different.
I like to decorate much, I place every building, tree or prop by hand to make it look as realistic as possible.
I use alot of mods so my game looks better or to modify game mechanics that interfere with my look.
Still I recomend a couple vanilla plays at first, ... you need to know what you are moding before you mod it.
