Report a translation problem
Check that any recent trash buildings you've placed are located on a flat area and that the road access isn't compromised in some way, draw two small side roads next to the facilities to see if that helps them release, if it does you know it's your roads but if you have a large city you may have hit the vehicle limit, there's a mod that will help with that but no point in me posting it if you don't need it.
I had about 60K Residents. I've been playing around with the industry add-ons...making money from forestry and now ore. It was going pretty well till the garbage hangup. I also noticed I had a TON of airplanes circling my Cargo Hub Airport. In that case, maybe it isn't a surprise.
Always read a mods description and comments section before subscribing

I'm not sure what the issue is, but it seems the city may be completely buggy.

- Unlock All
Otherwise, the only things I've added to the game are DLCs.

Clean Uninstall/Reinstall
*Make sure you backup your saves folder before moving on any further*
C:\Users\_Username_\AppData\Local\Colossal Order\Cities_Skylines\Saves

To perform a clean install you'll need to delete all the Cities Skylines folders, so unsub from all workshop then follow the clean uninstall guide below it.
Unsubscribe from all workshop items by going here

Then over on the right handside where your profile pic is you'll see My Files, click the dropdown list and choose subscribed items and unsubscribe from all.
Then go to Steam / settings / downloads and clear the download cache.
Uninstall the game again, then go to these locations and delete any folders that may be left over
C:\Program Files (x86)\Steam\steamapps\workshop\content delete the 255710 folder
C:\Program Files (x86)\Steam\steamapps\common delete the Cities_Skylines folder
C:\Users\<username>\AppData\Local delete the Colossal Order folder
Reinstall then verify the cache, then try loading the game and play a new game

Place your saves back into the folder you took them from.
To get all your mods and assets back, go to Content Manager / Saves section click subscribe to all on the save you use most and wait for all the downloads to finish, you game may freeze or even crash if you have a lot of mods and assets, if this happens restart steam again and let the downloads continue.
After all downloads have completed go back in game Content Manager / Saves and click enable all, you now should have all the active mods and assets back as you were.
