This will not change, not yet and not ever in this version of the game.
To reach this figure you'll need a small handful of mods and the method to do so can be found in a variety of tutorials.
You have to remember that this is a sandbox model and cannot accurately mirror the real world but rather provide a simplified appearance of the real world.
So, all it requires on your part is to use your imagination. I like to think of my population and multiply it in my mind by a factor of 10, so that a city of 100k is in my mind 1 million. This allows me to 'see' a more accurate representation in my mind.
As I said before, the solution is not to increase limits but to interconnect different saved games properly, don´t know if is possible, maybe not.
You can usually work around the limits. For example, the vehicle limit is there to tell you your game is out of balance and it can be worked around by organizing your map and make it more efficient. Same with your cims.
But the one million population limit is unreachable without mods. You really only need the demand mod and just zone residential and you can hit 1 million easy. Maybe even 9-tiles.
