FPS stuck at ~25. GPU not used to 100%
So I just build a brand new pc and tried out my favorite game: Cities Skylines.
Everything went normal until I was in my savegame (Population about 150.000). I had only ~25 fps even though my pc is quite good.. The GPU was only at 40% usage as well (ingame speed settings didn't change anything). Here are my stats:

i5 6600 @3.4GHz
16GB DDR4 @ 2133MHz
and a GTX 1060

To test the limits I got a mod to get a higher resolution rendered. And the really weird thing is, I had ~25 fps again, even though my GPU had to calculate the triple amount of pixles it had before. Is it possible my cpu is bottlnecking the game? (Which I really doubt since it's actually a good quad core cpu)

I've googled this a couple of times now, and there seems to be a problem with the game itself. Nothing that we can change :/

The Unity engine is the bottleneck. Tweak as much as you like, but focus on resolution graphical quality and forget about fps which really isn't critical in a city builder.

it's about comfort)
Some much weaker systems can run it 60 fps stable.

I think it could be your cpu. I have a city with 260k, and I get around 20-25 fps at the slowest speed. My CPU gets used up to 95%, according to the task manager. And as soon as I pause the game, my fps go up to up to 35fps, depending on how detailed the area is I'm looking at.

My specs are the following:
Intel Xeon E3 1231v3 4x3,4 GHz (w/ hyperthreading)
8GB of RAM
R9 390 Nitro (Im going to throw this crap out for a 1070, I'll report how my city performs if you want)

Also get about 20-25 FPS at 4k and 81 tiles. Its just how it is for basically every one

i7 3770k 4.8GHz
24GB DDR3
390X 8GB

nvidia has worse issues. Try uninstalling geforce experience and see if it helps.

It seems to help a lot of users. Just don't expect miracles as it will still be low, but maybe more playable for you.

Try ddu in safe mode to do a complete uninstall of the driver, then install the lkatest driver in custom mode and make sure gefore experience is unchecked. I jusu uncheck everything but driver and physics. I don't need 3d nor audio as I use external speakers.
