This may cause the game to ignore mods in C:\Games\Steam\steamapps\workshop\content\255710 so it can be a bit of a headache and therefore don't recommend for anyone except most advanced and or persistent users. It also may break some mods.
Put your mod into this folder: e.g. C:\Steam\steamapps\common\Cities_Skylines\Files\Mods. THIS is the active game folder, online and also offline.
Copy NOT into C:\Users\[hostname]\AppData\Local\Colossal Order\Cities_Skylines\Addons\Mods !!! In this Folder the mod does not work.
Before copying check the mod for his last, functionally version.
I still dont see it in content manager
i have 2 mods in sub Mods and 630 assets in sub Assets.
Nothing wrong with that. Only they are not going to be updated.
Only a few mods will not work from there. They live in Sub 255710 (see below)
Most of the Mods are, however here:
D:\Program Files (x86)\Steam\steamapps\workshop\content\255710, as these will be updated, since these are the only one's I subscribed to.
Works like a charm and no crashes to the deskdop.
It's actually a mod that was removed from workshop, but the "sky mods" website had the file so I downloaded it and I want to try to activate it to the game. what I want to do is to make it appear in in-game content manager
Wrong! The path C:\Users\Arnold\AppData\Local\Colossal Order\Cities_Skylines\Addons\Assets ONLY is the active games folder for assets that you can also use offline.
All other contents must be in the folders: e.g. D:\Program Files (x86)\Steam\steamapps\common\Cities_Skylines\Files\Mods or D:\Program Files (x86)\Steam\steamapps\common\Cities_Skylines\Files\Maps. THIS are the active game folders for offline using!
@ a moon upon a stick:
You cannot activate the mod ingame without installing in the right directory! You must use the file manager outside of the game!
Copy your "sky mods" files complete - it means the main folder including the files into it - into the e.g. C:\Program Files (x86)\Steam\steamapps\common\Cities_Skylines\Files\Mods.
Only then it will work. What Arnold.de.Pater you told is mischief. Sorry.

A .dll file (dynamic link library) is not a mod in and of itself. Think of it as a data file that the mod script will use. If all you have is the .dll file, then it is not the complete mod and will not be used, nor recognised by the game, no matter which directory it is placed in.
I'll ask again... which mod is it you're trying to obtain and use?

I wasn't aware that it was removed by the author, but I'm not surprised either. It wasn't the best camera mod and for that reason I tested it and dumped it immediately.
It will require more than that .dll file, that's for sure.
Perhaps somebody still has the mod and would be willing to share it with you.
