If there is no other structure within range of that advanced turbine, then, yes it will need pylons to link it up.
I must have encountered a bug in the game with the Advanced Wind Turbine (AWT), then, because my blue area of effect does NOT link up with anything, yet installing the AWT increases my MW produced.

There's no difference in MW output whether the AWT has pylons or not. The AWT started producing power immediately upon being placed in the water.

I did some experimentation and it looks like I was wrong about it being a bug: the blue power usage triangle did shift when I removed the power lines from the AWT. So it's like there's three states:
1) Power being produced, whether used or unused
2) Power being demanded, whether fulfilled or unfulfilled
3) Power being demanded AND satisfied/connected (which seems to be the blue triangle in the UI)
I was thinking AWT was not affecting #3, but it is
