Am I wrong? Day Night Cycle is for free ? Got no DLC but it is getting dark frequently

Paradox (developer) has a thing where they put out an expansion DLC, but a lot of the new stuff is included in a free patch to the base game which they put out at the same time. You pay for the rest if you buy the DLC. I'm not 100% sure how they decide what goes in which, but the result usually makes sense. There's a bunch of reasons for this, and up and down sides which result from it. (among other things, i think it makes it a lot easier to minimize bugs and maintain compatability if you skip one, stuff like that, facilitating the nice arrangement where you don't need to buy every expansion then install them in order if you just want the stuff from the most recent one, which is how it used to be done.)
Paradox (publisher) of course publishes those games. (the two technically have different names, but i can never remember what they are when it comes up. I think it's "Paradox Development Studios" and "Paradox Interactive"? not sure.)
Paradox (publisher) Also publishes Cities Skylines, which is developled by Collosal Order. now, CO seems to be following Paradox's pattern with it's expansion type DLCs, where a bunch of stuff is given to all players for free along with the code update required to allow the DLC to exist if you buy it, while you get the rest if you buy the DLC.
So, each expansion is, broadly speaking, composed of two parts: the monetized DLC, and the free update which goes with it.
Basically, if you have the base game and steam updates it regularly? you have some of the stuff from the project which was the After Dark Expansion, despite not having bought the After Dark DLC.
