Report a translation problem
I thought it had to do with one-way roads or something. Relocated the factory, still no luck.
Tried to create a busroute with the first stop in front of the factory, and 'placing' a second stop in front of the cargo trainstations, cargo harbor and airport, as well as in your commercial area's and warehouses. No problems there either.
I've bulldozed the factory and rebuilt it, the same issue happens...
I've no idea what the issue is.

Far as I know, this is the only problem. Traffic flow is >90%.
Slight annoyance in other parts of the city is that it takes a while for the dead to be picked up, despite overcapacity of crematoriums.
However, no trucks with special goods are making their way down to the south to provide the factory with resources, so it can't produce furniture there.
Somehow, the North isn't connecting well to the rest of the map, I guess?

When I place it between Elk Hill (farm in North) and Moore Hills, attached to Elk Hill, it operates and gets the resources it needs.

For transparency, I deleted the factory and replaced it and redrew the one way road. I also placed down a warehouse for unique factory products that was just about being used.

Keeping everything else the way it was and lifting the combustion ban city-wide did the trick! Thanks for figuring it out :)

My first award. Thanks. I looked at your roads a bit and had to shut my eyes I'm afraid, especially with no mods. Should kind of work if you are playing easy mode. I think.
Sorry for inflicting that upon you ;) I know it's a mess. Especially all those one-way hotfixes, and the long underground 4-lane roads which shouldn't be there, or should at least be upgraded to highways. I made this city while learning from YT and this community hub. The 4-lane in the middle and the small grid surrounding it is set up like City Planner Plays uses in his beginner series (Tutoria). I went solo from there and painted myself into several corners before watching more episodes. In my own mind, I'm doing better in the newer, bottom third of the map than the upper two-thirds.
Currently debating whether I should radically re-design the road and rail network (and subsequently the industry districts), or just start over, now that I know a bit more about the game. (I figure I will learn more from re-designing.)

FYI, when it comes to policies, I find they are best used within a district, rather than city wide (globally). Each policy has a positive effect and a negative effect, so as you city gets larger, these policies can end up with more negative effects instead of more positive effects,
I watch City Planner a lot. In fact got to go watch him and a few others to figure out how cargo airports work. One continues learning in this game. I'm just amazed a how efficiently things work if done properly, and breakdown eventually, dare I add.
