Although true when the game was released several years ago, I assume that with today's machines it is now possible to break this limit.
You can find modes on the Workshop that'll allow yoi to buy up to 25 squares, or even get the full 81 squares grid.
Originally there was only 9-tiles as it is the limit of the AI to control 80,000 cims roaming your city. But so many use the larger sizes that the AI has been slightly adjusted to help keep 81-tiles alive since it is such a popular mod.
But you can get great enjoyment from 9-tiles. I prefer it as it is just the right size. The bigger unlocks can take a lot of time to fill and more time relearning the game rules once you surpass 9-tiles significantly.
I don't care about the steam achievements myself, but there is also a mod to enable achievements if you want them.
The workshop can add a lot to the game if you don't feel like buying the DLC. None are really game changing, so you won't miss out on much. The DLC are just a bunch of mishmash of existing abilities, but rearranged to have a different combos of existing buildings.
For example, there is a garbage dump to pick up garbage, then there are industry buildings that feed freight to commerce to sell. Then there is a recycling center that collects garbage then turns the garbage to freight to deliver to industry.

The tile limitations are likely an attempt to limit strain on computers. There are other limits, many of which cannot be circunvented even with mods.
Also, consoles, which are substantially underpowered to run the game.
