In answer to the OP, there are no essential DLC.

If you don't already see a need for DLC, then you likely don't need any at all. They are mostly cosmetic additions and offer no new mechanics. They are just mixed existing mechanics in buildings with converted zoning buildings to ploppable.

I like college campuses dlc too. Not essential but fun.
