After dark focuses on tourism, Industries DLC focus on ploppable industry buildings, ParkLife focuses on tourism, Mass Transit offers more transportation options, and Airports DLC on large airports.
You just need to play and see wjat you think you'd like to add to the city.
FYI, the Steam workshop can add a lot to the game as well, without any cost, other the time it takes to manage the workshop.
I second MarkJohnson's advice. Experiment with starting a couple of cities (your first few may fail financially if you play without cheats), then watch some Youtube DLC reviews. The base game will present some challenges that are best overcome before adding DLCs.
I absolutely enjoy what Industries and Parklife add to the dynamics. They both contain ploppable assets that help to generate alot of money. Industries also will make you an expert or break you with the extra traffic influence. After that it would be Mass Transit for the additional transportation and road assets. Green Cities offers different residential and commercial assets, they generate less waste, consume less water and the commercial is quieter.
I personally prefer Snowfall and Mass Transit for the transit options, for example.
After dark, park life, and campus adds to the quality of life.
Haven't tried sunset harbor, snowfall, or green cities.
