Not enough Buyers means you don't have enough customers. Build more residential and remove which ever density of commercial you want to remove.

so why are u asking ??
reducing the density is a work around as you have reduced demand. i.e. low density needs less goods than high density. or you could have just replaced commerce with other zone types for the same result.
Not enough buyer is the opposite. Industry can't sell goods to commerce usually because they are too far away or too little commerce built.
Traffic can cause these issues as well. Watch your imports/export of goods, they should be zero or very little imports, unless you segrefate commerce from industry in which you need to import goods. Never export goods ever, it just creates excess traffic.
You should always have the highest education as possible, no exception!
If you have worker shortages, then you need to increase unemployment at least 4% maybe 10% if you have mods.
We are talking about the same thing. You need to follow the flow of goods. Yes, products are goods from industry. Your industry needs to supply goods to commerce so they can sell products. i.e. No goods being delivered to commerce means no products to sell to shoppers.
it's all about following the goods. Products aren't even tracked in the game.
