Will they ever add subscription for DLC?
They did it with HoI 4 and Europa Universalis so why not with this game?

I hope not, and this has been discussed before and the majority of player responding this idea, including myself.
The short answer, No. They will not. Long answer, they make way more money charging us for the DLCs as they come out. In the long run, the company will lose more money by offering a Monthly-based subscription plan than by charging a set fee for each DLC. Also by charging for individual DLCs, as they are doing so now if a player does not like a certain DLC, then that player does not have to use that DLC. Switching to a subscription-based plan means that even if the player does not like that DLC, they still HAVE to use it because it is made a part of the game and will make the game not work without it. An example is WOW. You need the base game to play, but then you also need to have all the other expansions since then or you can not play the game. With CS, you just need the base game only. If you do not like certain DLCs, say "Snowfall", "Park Life, and "Green Cities", you do not have to have them to make the game work. You just will not be able to use the parts of those DLCs in your builds until you get those DLCs.

I know that you can turn off some DLCs (dont't know if you can with the subscription) and also you said that they're making more money this way. It's true but they added subscription option to some of their other games and why they wouldn't do the same here? Some people will see that some DLCs are fun and will most likely still buy them to have them forever.
No thank you, not paying for subs to anything anymore and plan to stay that way.
I would not subscribe. I don't ever intend to have a subscription again to anything game related. IMO, it makes me play more than I should when I subscribe to something.
On HumbleBundle Cities Skylines with all DLC except Airports for ~19€ so there is no point in subscription.

FTW, you get everything except import DLC, as far as I can tell for only $20. All DLC cost way more than $200 at full price.
