Water flow and wind direction

After upgrading Cities Skylines from basic to deluxe, wind flow and wind direction missing. Also, when placing buildings, map goes to the adding water pipe and power line mode, can't see the different zones. Anyone comes across these problems?

The only changes made by upgrading to Deluxe, is that you get an additional 5 landmark buildings, a digital artwork book and the soundtrack. Absolutely nothing is changed as far as gameplay is concerned.
By all means, if you are concerned, run the Verify game Files app by rt clicking the game in your Steam library listing, select Properties/Local files. Allow that to complete and restart Steam and then the game.

You will only see wind direction/strength when plopping a wind turbine and you will only see water direction when plopping a water pump or any sort.
