my GPU is 96°C in this game!
GPU is way too hot.
but my CPU is normal. it's 30-55C in average.
i cleaned the dust 2 weeks ago and i changed cooler i let the air in too in my pc
my graphic card is gtx 670 which were almost in the limit of thermal throttling.

so how we can fix it without making fan speed to 100% because it makes too much noise.

This indeed very high temperature. You can try to turn on Vsync or limiting your frame rate with RTSS which comes with MSI Afterburner. Also you can decrease Power limit of your GPU or try to under volt it.

i limited my fps rate to 30 and i turned on vsync even to 2. the power limit should fix it.

Sounds like you have an awful graphics card. In the future buy a graphics card with fans on top of the cards heat sink. I can turn off all of my case fans and my card will still remain under 70c using only it's own fans. My 670 was awful too, loud like a jet, and hot like a frying pan.

i cant afford a new one they cost 500 to 5 000 €

Something wrong with thermal paste maybe. Try power limit if you dont want dead GPU and have no plans to buy a new one in near future.

And if you dont want to replace thermal paste.

the thermal paste is ok

Sorry, i think limiting power doesn't help in your case either. Your GPU not even half loaded but it have such high temperature. Do you disassembled heat sink when did cleaning? Try replace thermal grease because this is not normal.

i have automatic fan speed on

in garrys mod i have about 70-85c and 50-70% fan speed.
in cities skylines i have 85-96c and 65-80% fan speed

You changed cooler to what?

What kind of thermal paste did you use?

What did you use to clean the old paste off with?

Oh man... Now it's completely understandable. Replace your thermal grease. Or if you dont know how to do that correctly ask someone for help you.
