Which ever content fits with what you absolutely need for your next city build is what you must have.
You may, having gotten the base game realise there are features in the dlc that you would like to have, but from a pure 'experience' point of view, the base game all on its lonesome is just fine.
yeah thats what i was thinking, I was wondering about buying that mass transit DLC but i read some reviews which says you need to get snowfall DLC to get trams so i choose not to and ask it here

Get the base game.
At some point you may well have a desire for some feature you don't have access to.
That's the time to worry about dlc.
Or Mods....
I guess I would ask, what, in your opinion, improves the mechanics of the game. So far, from this thread, Mass Transit seems like one that would improve the base game. I don't care about window dressing DLC, but DLC that adds mechanically to the game, if that makes sense.

Yes, I know what you mean If you ever played CK2 you will know paradox will make anything a DLC
Like already stated, Einstein. (sorry, couldn't resist) the base game has everything you need and then extra. The DLCs are just cosmetics and you can get what appeals to you. The DLCs don't add anything special. Just more of the same.
If you like doing scenarios, then some of the DLCs have good scenarios. I think they started with Natural Disacters DLC. so older DLC won't have premade ones, but you can make your own with the scenario editor or download some from the workshop.
As someone already mentioned; this is Paradox we're dealing here. Input from the community would be fairly valuable, if given. The way this thread reads, some of you believe anything a company says about their product and that their product pages should be taken as gospel. I say, I trust the players more.

However, if this answer isn't sufficient for you, allow me to answer your second question.
Regardless of content, there are four, perhaps five DLC's that do add significant gameplay options. The following DLC's add another transportation vehicle:
After Dark = taxis and bicycles
Snowfall = trams
Natural Disasters = helicopters
Mass Transit = blimps, ferries, monorail and cable cars
These are personally what I found added more to the game than all of the other features each had to offer. I'm not going to elaborate on what each of those features are. You may review them on the Store page.
The fifth DLC that I ought to mention is the most recent, Green Cities. While this does add electric powered cars and green buses, the more important feature is the additional sewage treatment options.

I thought mass transit would be a huge improvement, but it too was a bit disapointing. They just took what modders created and polished it.
